Gibo is the only son of former Social Security System (SSS) administrator Gilberto Teodoro, Sr. and former Batasang Pambansa member Mercedes Cojuangco-Teodoro. He furthered his education at the De La Salle University Manila, graduating with a degree in Bachelor of Science in Commerce Major in Financial Institutions in 1984. A strong sense of justice inspired him to pursue a Law degree at University of the Philippines.
For seven years, Gibo practiced his profession at the Estelito Mendoza Law Firm until his congressional candidacy in 1998. By his own merits, Gibo won and became Tarlac�s First District Representative for three terms
Agriculture
To turn famers into entrepreneurs while restoring the honor in farming. The necessary road and communications infrastructure support should also be made and strenghtened to boost productivity and enable farmer groups to market their products to the nearest population centers in the province and region.
Reproductive Health Bill
Gilbert Teodoro is not supporting the reproductive health bill and even proposed granting cash incentives poor families practicing natural birth control methods. He stresses the moral obligation of the church as well as the much needed government support for the moral choice of the couple.
